Well I went and did it now I need help

I bought a new samsung note edge telephone and the built in hand free voice calling require you to be connected to your data plan to make a voice call. Is there an app you can install that will make a call for you with a voice command off the contacts you have put in. I think a pay for one would be best since the free ones like to tell you that you have a virus.
