    No Money In Illinois for State Health Insurance Claims (affecting politicians)

    The Illinois Department of Central Management Services said Friday in a memo to self-insured state employees the agency has run out of money to continue paying health insurance claims for certain providers, including Cigna, HealthLink OAP, Coventry OAP and Delta Dental.
    At least, not until lawmakers pass a balanced budget for fiscal 2016.
    Among the nearly 150,000 state employees affected are lawmakers Sen. Pat McGuire, D-Joliet, Sen. Jennifer Bertino-Tarrant, D-Joliet, and Sen. Mark Batinick, R-Plainfield. Each receive care through one of the four health plans.
    McGuire, D-Joliet, was on his way to a cardiologist appointment Friday afternoon when he learned the news.
    “Uncertainty is sadly a recurring theme in Illinois government,” McGuire said.

    But, he said, the state budget has been a problem since July 1.

    It is unclear whether trapshooting will get funds before Health Insurance Claims.

    If I won my dollies at a shoot (not saying I did) it was at a shoot in Minnesota back in the day.

    The Trap machines are owned by the ATA (members) so without them the place will become a ghost town ... The problem is the ATA will have to find a place to store the machines which won't be cheap, if they leave and leave the machines behind they can eventually be considered abandoned property and the State can take / claim ownership after a grace period that should or should of been part of the lease agreement ... There was all sort of banter about the State of Illinois was going to build the WSRC with or without the ATA (grand America) so it appears they will get their chance and see where it goes from there ... Lynn (the Talking Head) Gipson looks like he is tired of hearing himself talk and say the same thing over and over, 22 million to the region (probably has nightmares about 22 Million) ... The State of Illinois can tell the (ATA) how much the facility has brought into the region, that you can bet on, the States auditors are the best money can buy, just like its Politicians ... The state said the actual tax income was less (how could that be .?) when they presented the official tabulations some time ago ... WPT ... (YAC) ...

    They could always store the machines with the THOF artifacts !

    Guess the THOF is going to hold off putting the artifacts in the State owned building until the budget mess is cleared up.

    I've known Lynn Gipson for close to 40 years, I don't think it is fair to blame him for the shit job he has to do. The EC lead by Taylor has handed him undoable job. Lynn was never dishonest that I know of, I can't say the same about many of the past EC members. When Lynn got hired I sent him an e-mail warning him about the snakes he was working with and what I thought laid in store for him and the ATA at Sparta. Unfortunately for him he had already took the job and wasn't asking for advice, just like the well meaning guy standing behind you on the practice trap, I offered it anyway.

    I'm basing this just on personal opinion but I'd guess Lynn took the job because he thought he could help save the ATA, Dr. Rivley before him for the same reason, but I'm hoping he's looking for a life boat about now because I do like him. I hate to see someone who I think is a nice guy be drug under by who he associates with.

    Remember Lynn I have been right about Sparta, the HOF, and where this mess is going to have to end, My advice today is MONEY is not worth your reputation. The EC will through you under the bus so fast. You don't want to look foolish too often on TV for there benefit. Don't let them make you the BAD GUY. Not everyone remembers you from the old days at MO shoots like I do. U tube is forever. There is a wonderful life outside of registered trap shooting. Your reputation and how shooters (people) think of you last for a long time. Before you go remember to copy everything, you need to cya yourself. Brad

    Lets not forget ATA Executive Director Jim Thompson who preceded Mr. Rively, who also attempted to bring transparency and trust back to our organization, which resulted in his termination by the Executive Committee.

    My personal opinion of Lynn Gipson also remains favorable. In my communication congratulating him upon his acceptance of Executive Director, I too warned him to be very careful. I had high hopes that he would find a way to help straighten out our A.T.A. and help regain some trust in our decision makers. However, members of the E.C. during the period made some decisions that remain unacceptable to me.

    Lynn is very knowledgeable about the shooting game and it would not be an easy task to find a harder worker. I've always found him to be friendly and approachable and I don't envy him in the least as ATA Executive Director. He's accepted a tough job under some very trying conditions, with more trouble on the way, and to me that is admirable. I certainly could not have done it, even though I care very much for our sport.

    Until Mr. Gipson does something to harm our sport or its supporters, I'll continue to tip my hat to him.

    I call Lynn ("The Talking Head" ) Gipson because I am hoping that what he is saying and trying to get people to believe is scripted and he has been given the job of saying it over and over until someone believes it (This is not a personal attack) ... I have never met the man face to face and can only go on first impressions which you only get one of to make your self look good and or bad ... I seriously doubt his pay of $116,000 plus annually did not influence him taking the job of the ATA's (talking head) spokesperson (Executive Director) ... The ATA is obviously being micro managed by the EC and backed by the BOD, they have an agenda that does not sit well with many of the very people they need to support the Association (think Members) or it is doomed to fail and continue in the death spiral its been on for the past 15 years ... If Lynn Gipson is not given the leadership role and authority it does not matter how knowledgeable he is if he cannot do what has to be done for the good of the organization (members) ... If Lynn Gipson is just passing on what he is told to say, (scripted) then he will be judged by what he says on the ATA's behalf and in defending them which might be unfortunate ... The reflection he (LG) makes will absolutely be what will come back and haunt him for many years to come ... WPT ... (YAC) ...

    Word on the streets is the Governor will NOT close the complex at this time. If I tell you how I know I'd have to kill ya. We'll see soon!

    That is a good thing except the State has multiple lawsuits filed against it for not paying off winners on the Illinois State Lottery, which is obviously tied in with the States budget somehow ... If they are not funding the lottery, I seriously doubt they will fund the WSRC payroll, though it would be nice if they did and keep it operational ... WPT ... (YAC) ...
