OSTA Why the penalties at zone shoot?

    Dear OSTA

    Is our product in such demand that we can afford to enforce these penalties at our Zone Shoot?

    I always figured the penalties were there to get people to shoot more. So maybe the OSTA is just trying to prompt more people to shoot trap?
